We replaced the front pads and rotors on a 1994 Cadillac Eldorado but car still wont stop?

Someone replaced the pads and rotors on our caddy but at the in unison a all the same the battery was frozen so the car would not start when we replaced the brakes so now we replaced the battery and drove down the procedure and the brakes are still not


I would volunteer the following:
Brakes on any car, are a 4 wheel proposition. the problem, may not have been with the front wheels.

When you do a brake job, it is on the whole wise to do all wheels at the same time.
